Grant No.:TF019350 Assignment Title: PREPARATION OF WATER SERVICE PROVIDERS TARIFF REVIEW SURVEY Reference No: WSRC SER16 Procurement Reference No.: WSRC/06/WB/QCBS/2-2017 The Palestine Liberation Organization, for the benefit of the Palestinian Authority has received financing from the World Bank toward the cost of the Water Sector Capacity Building Project (the Project). The Water Sector Regulatory Council (WSRC) is implementing part of the project and intends to apply part of the proceeds for consulting services for preparation of Water Service Providers tariff structure review survey. The main objectives of the assignment are: Identification of all water service providers current tariff structures, and cost calculation methodology. (this includes all municipalities, utilities and JSCs, main towns and a representative sample of village councils) Description of the current Account System followed by the Service Provider. Identification and analysis of current water connection fees. Presentation of findings in a workshop with the participation of all the above mentioned WSPs. The WSRC now invites eligible local consulting firms (“Consultants”) (an international/regional expertise within the team is welcomed) to indicate their interest in providing the services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services. The shortlisting criteria is: proven experience in conducting similar tasks, the selected firm should have a team who have the following expertise: Team Leader/Tariff expert: A bachelor degree in Accounting or any related field, master is preferred Minimum of 7 - 10 years of proven experience in preparation of socio-economic studies; financial auditing preferably in the water sector Knowledge in the Palestinian water sector is an added value. English proficiency Professional certificates as CPA and/or CMA. International experience in water tariff preparation is preferable. Institutional Expert: A bachelor degree in Business Management, Accounting or related field Minimum of 10 years of experience in organizational development and/ or water utilities management or development Proven knowledge in survey design, data collection and analysis English proficiency The indicative starting date of the assignment is May, 2017. It is the responsibility of the firm to estimate the required inputs to successfully complete the assignment. Request for Proposal (RFP) For the provision of Water & Waste water services’ Operational Inspection training Project title: Improvement of Water and Wastewater Services (IWWS) Background: The overall aims of Water Sector Regulatory Council (WSRC) is to monitor all matters related to the operation of water service providers, including production, transportation, distribution, consumption, wastewater collection, treatment and disposal, and reuse of treated wastewater for irrigation with the aim of ensuring water and wastewater service quality and efficiency to consumers in Palestine at affordable prices. WSRC is seeking: a specialized firm to enhance service provider’s capacities in operational inspection requirements through training and certification of internal inspectors. Main Tasks: Review WSRC operational inspection guide Prepare the training manual, procedures and trainees handouts. Conduct the training. Reporting and feedback for improvements before setting the next training.
