The Palestine Liberation Organization, for the benefit of the Palestinian Authority has received financing from the World Bank toward the cost of the Water Sector Capacity Building Project (the Project). The Water Sector Regulatory Council (WSRC) is implementing part of the Project and intends to apply part of the proceeds for consulting services for Preparation of Service Providers Minimum Standards Requirements and Inspection Procedures. The main objectives of the assignment are:

  • Preparation of a list of main operation process related to the production, transport, and distribution of water and operational processes of wastewater management to be inspected.
  • Preparation of the quality assurance standards for the provision of technical and administrative services by service providers covering water and wastewater services.
  • To set the inspection and monitoring procedures related to the above.
  • The reference for all above should be the Decree No.(14) for the year 2014 Relating to the Water Law, the National Water Strategy and any relevant Palestinian guidelines, otherwise and if not available, regional or international approved standards can be recommended. The consulting firm has to look into and consider the SDG + indicators, especially Goal 6: Ensure access to water and sanitation for all. Direct contact of consultants with PWA related staff is highly important while preparing these standards.

The WSRC now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. To be eligible for the above assignment, the firm has to show and present a proven experience in conducting similar tasks. The selected consulting firm shall submit cv’s for four key staff including the Team Leader, Technical Specialist, Legal Advisor and an Institutional Specialist with the indicated qualifications:

Team Leader:

  • A bachelor degree in water engineering, management or equivalent. A higher degree will be considered an added value.
  • Minimum of 10 years of 1) practical experience in water.
  • Knowledge in the Palestinian water sector.
  • Real experience with services providers
  • English proficiency 
  • Has good background in business process and workflow development

Institutional Specialist:

  • Bachelor’s degree from an accredited university in Administration, communication, engineering or equivalent. Advanced degree in water management is highly desirable.
  • At least 5 years of previous relevant experience in institutional Management.

Technical Specialist:

  • A bachelor degree in water engineering, management or equivalent. A higher degree will be considered an added value.
  • Minimum of 10 years of practical experience in water.
  • Knowledge in the Palestinian water sector (water and wastewater).
  • Real experience with services provider’s operations.
  • Has some experience in inspection process and preparation of inspection checklists?
  • Aware of the national water strategies and guidelines.

Legal Advisor:

  • Bachelor’s degree from an accredited university in law. Advanced degree in water management is highly desirable.
  • At least 5 years of previous relevant experience in institutional Management

The indicative starting date of the assignment is April 2017. It is the responsibility of the Firm to estimate the required inputs to successfully complete the assignment.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, January 2011, revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Quality and Cost based Selection set out in the World Bank Consultant Guidelines.
