Assignment Title: National Firm to Develop the WSRC web based Management Information System “MIS” that utilizes modern and advanced Information and Communication Technology (ICT).

The WSRC invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Assignment to (“provide WSRC with web based MIS that utilizes modern and advanced Information and Telecommunication Technology (ICT), the proposed solution must contain all technical, financial and management information needed to calculate the performance indicators of Palestinian WSPs as well as to calculate tariffs for individual WSPs. The system should facilitate collaboration and data exchange between the WSPs and the WSRC, and thus strengthen the governance of the overall water- and wastewater sector. Additionally, the system should support the data exchange to other systems such as the International Benchmarking Network IBNET and the National Water Information System”). Furthermore, it should provide the citizen with user friendly interface that allow them to take benefits from the dynamic reporting of the database.
The shortlisting criteria are: proven experience in conducting similar tasks, proposed consulting team structure with at least 5 years of experience. The selected firm should have a team of at least six experts including: project manager, Senior Business Analyst, Senior Database Administrator, Senior Web Developer, Quality Assurance Specialist, User interface designer. In addition, the firm should Submit reference about already implemented customer information systems in other cities/regions.
The indicative starting date of the assignment is November 2016. It is the responsibility of the Firm to estimate the required inputs to successfully complete the assignment.
Those firms who meets the selection criteria shall be requested to submit a detailed methodology and Action Plan with the timeframe to the Council according to the RFP and TOR document and their annexes.
A Consultant will be selected in accordance with the Quality and Cost based Selection set out in the World Bank Consultant Guidelines.
